what is the difference between frame for picture and frame for oil painting?
Aside from the fact that the one is for picture and the other one is for oil painting.
Picture frames have glass to protect the photograph. Frames for paintings do not have a protective cover.

Here's my opinion: artistic talent is largely learned. Most of the so-called experts will argue this statement, of course. They’ll proclaim that artistic oil painting techniques are only in the grasp of those rare individuals that are born with a mysteriously God-like ability to create art.
